GOP’s SAVE Act Exploits Anti-Immigrant Lies to Undermine Voting Rights & Democracy

10 APR 2025

Washington, D.C. – Today, the House passed the so-called Safeguard American Voter Eligibility (SAVE) Act—a dangerous bill rooted in anti-immigrant disinformation and designed to make it harder for millions to vote. As a result, up to 12 million voters who cast ballots in 2020 could be blocked from re-registering if they move or change their name.

Noncitizen voting is already illegal and extremely rare. Yet Republicans are reviving the Big Lie to justify burdensome ID requirements, forcing Americans to show a passport, birth certificate, or similar document to register or re-register—documents that more than 21 million citizens don’t easily have, according to the Brennan Center for Justice. The bill would also gut popular registration methods like online, mail, and third-party drives, disproportionately harming young, elderly, and low-income voters.

Statement from Beatriz Lopez, Co-Executive Director of Catalyze/Citizens:

“Let’s be clear: this bill isn’t about noncitizen voting–which has been against the law for over a century. It’s about rigging the rules to suppress turnout and concentrate power in Donald Trump’s hands.

The SAVE Act would disenfranchise millions of Americans who already participate in our elections and want to continue doing so. But once again, Speaker Johnson and his party are weaponizing anti-immigrant lies to try and silence voters and sabotage our democracy. Americans see through this. They want leaders that defend our rights—not those who use fear and disinformation to erode them.”
